Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM 3 September 2013 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.  


1. Approval of Minutes - Regular Meeting 19 August 2013
Selectwoman Nosal moved to approve the minutes of Regular Meeting 19 August 2013.  Selectman Sibley seconded the motion.  SO VOTED.


2.  Communications - NONE


3.  Appointments
Elizabeth Rubitski – (U) – Regional Mental Health Board – 2 year term ending January 30, 2015
Selectman Sibley moved to appoint Liz Rubitski to the Regional Mental Health Board for a 2-year term ending 30 January 2015.  Selectwoman Nosal seconded the motion.  SO VOTED.


4.  Old Business
a. Rogers Lake Dam Update
First Selectwoman Reemsnyder reported on the progress of the Rogers Lake Dam Repairs.  The level of the lake is still down which concerns some residents.  At this time only one resident is having a problem with their well water.  The repairs are close to completion.  A brief summary of the progress of said repairs was posted on the Town website and sent to the Rogers Lake Authority.  The DEEP dictates the timing of the project with the window of time being 1 August through 30 September where the lake can be lowered.  The fish ladder installation will begin in two weeks, with the entire job being completed by the end of September.   

b. Bayberry Motel Update
First Selectwoman Reemsnyder reported that someone brought to her attention that there was an advertisement on craigslist for apartments in Old Lyme located at 436 Shore Road (Bayberry Motel).  She checked craigslist and found this to be true.  First Selectwoman Reemsnyder called a meeting with the departments in land use; building, zoning, health and the fire marshal.  Despite what the owner of the property is telling the Town, this really is an indication that the units are going to be apartments.  It was agreed that a letter will be sent to the owner stating that clearly their intention is to make apartments and that they will need to apply to zoning before the rest of the permits are issued.  There continues to be a stop work order on the electrical and the roofing.  There will be a meeting scheduled where the concerns of the neighbors can be addressed once the Town has contacted the owner to make him aware of the need to apply for zoning changes if his intention is to make apartments. There was a discussion.

c. Business Breakfast Meeting Reminder
There will be a Business Breakfast on 25 September at the Town Hall at 7:30 am.  This breakfast is sponsored by the Town and the Chamber of Commerce. A post card has been designed to get out to all businesses in Town.  Barbara Crowley, owner of the Chocolate Shell, will be the guest speaker.  


5. New Business
a. Facilities Assessment
First Selectwoman Reemsnyder reported that the Facilities Committee has looked at all of the Town’s facilities and was putting together an assessment of the maintenance and repairs history of each facility.  It will be a big job for volunteers to get a firm grasp of the age of major components of each facility.  First Selectwoman Reemsnyder received quotes from two companies that would do this type of work.  The Board of Finance has approved the expenditure of $9,100 to pay Construction Insight from Southington, CT to do the work, which will begin next week.   

b. Proclamation: September is Leukemia, Lymphoma and Myeloma Awareness Month
The Board of Selectmen presented a proclamation recognizing September 2013 as Leukemia, Lymphoma and Myeloma Awareness Month.  First Selectwoman Reemsnyder read the proclamation aloud.

c. Storm Sandy FEMA Reimbursements
First Selectwoman Reemsnyder reported that $110,000 has been received from FEMA as a reimbursement from the damages incurred during Storm Sandy, with an additional $84,000 to be received in the future.  The Town spent in the range of $175,000 to $180,000 on Storm Sandy restoration.  First Selectwoman Reemsnyder thanked Dave Roberge for his work in obtaining the reimbursements from FEMA.

d. Veterans Lunch Scheduled at Senior Center – 1 October 2013
There will be a Veterans’ Luncheon at the Senior Center on 1 October at 1:00 pm.  This event is to honor all Veterans for their service.  There is no charge.  Veterans may bring a guest and should call the Senior Center (860-434-4127) by 24 September to make a reservation.  The Public Works and Police Unions are committed to support the event with their efforts.

e. CT Genealogy News – Spotlight on Old Lyme, Fall 2013
First Selectwoman Reemsnyder reported that the Connecticut Society of Genealogists puts out a publication called Connecticut Genealogy News.  Old Lyme is highlighted in the publication on page 20.  There is information about the Library, Historical Society, Watch Rock, Duck River Cemetery and people of interest.  Included in the spotlight are great photographs.  A copy of the publication is in the Selectmen’s Office if anyone would like to see it.  



6. Public Comment – NONE



7. Other Business
Selectman Sibley stated that Old Lyme resident Austin Hack, who is on the crew team at Stanford University, had qualified for the National Crew Team.  He competed in the Senior Men’s Eight in the World Championship in South Korea and his boat received a bronze medal.  The Selectmen offered their congratulations to Austin.    


The next Board of Selectmen's Meeting is scheduled for 16 September at 7:30 PM.

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 8:12 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
